"А судьи кто?" - так и переводим "Who're the judges" (наверно)
третье еще не придумала, потом напишу!

"Russia is difficult to understand", "If you are too smart it can lead to problems", "Who judges us?" -- but in general I think these kinds of things can't be translated exactly from one language to another, especially in poetry, because it loses the sense of it completely. Some things like that can be avoided at all, or you can find a translation which will be slightly similar but mostly different. Good luck! :)
